What sound card for win7 high fidelity audio recording?

I am going to be building a new PC for my father in law this summer. He has a hobby of recording old vinyl records of ragtime artists and digitally restoring them. The new PC is going to be win 7 based, and I was hoping for some feedback on a good sound card. He currently has an M-Audio Delta 1010LT, but he really only needs one channel and that card doesn't appear to have win 7 (64-bit) drivers. Thoughts?

Terratec's DMX6Fire USB is one that comes to mind for me.

Edit: forgot to mention that I tend to lean towards external sound cards in order to get away from the electrical noise from inside the PC.
