Nevermind, I got it working. In case anyone else runs into this issue here is what I added to the Apache config file:

# ADD MEDIA DRIVE TO SHARED FOLDER
# ONLY ALLOW ACCESS FROM LOCAL HOST LINKS

SetEnvIf Referer "^http://www.mywebpage.com/" let_me_in
<Directory "F:/">
Options All
AllowOverride None
Order deny,allow
Deny from All
Allow from env=let_me_in
</Directory>
