I have a Pioneer DVR-111D Dual Layer DVD±R/RW Drive ...... it can burn a 8gb dvd-r , right? dual layer=8gb Do I need newer software to handle the burning? I still use Nero 7 Ultra

Yes it will burn dual layer discs (both + and -). No, you don't need to upgrade, Nero 7 will burn dual layer discs. That's what I use.

You can use Nero 9 Lite version.... Nero release 9 version which have facility to write dvd with maximum 16 GB
